Open Enrollment - March 1-30, 2013

Open EnrollmentThe Oregon Schools Inter-District Transfer Rules (also known as House Bill 3681 or HB 3681) went into effect beginning with the 2012-2013 school year. The new rules allow any student to request enrollment in a school of their choice during the Open Enrollment time period. The consent of the student's home district is not required during Open Enrollment. The only stipulation is that the new district must be willing to accept new students.

Each school district sets the number of students they will allow to transfer into their district. They can set the numbers by each grade level, school level, or overall district level. Students intending to transfer must have their paperwork submitted or postmarked between March 1st and March 30th of each year. Any paperwork received or postmarked AFTER March 30 will be returned. If the number of students wishing to enter a particular school exceeds that school's quota, a lottery will be held to determine who will be allowed to transfer.

Please note that there are no slots allocated for incoming kindergarten transfers at this time. Inter-district kindergarten transfer requests to attend Banks schools will not be accepted during the March open enrollment period.

Students are not allowed to transfer for athletic reasons. If students elect to change schools, they must follow the OSAA eligibility rules. In most instances, students would have to sit out for one year - but students entering the ninth grade would be immediately eligible. Please see OSAA's position statement regarding your eligibility before you apply for an HB 3681 transfer.

Many school districts will not allow students to transfer out after the March 30th deadline. A student who misses this deadline must obtain approval from the school of residence in order to transfer. Banks School District will not release students to other districts after March 30, 2013.

Students who do transfer are responsible for providing their own transportation to and from school.
